Has the budget for the VA at Togus or the United States been decreased? Are they constantly starting new projects? Do they finish the projects they start. When you were denied a VA claim did you notice the DRO, BVA, Veterans Court of Appeal (a.k.a. the opposition) were Veterans Administration and Affairs.
